Although there is no technical difference between helm and tiller, the answer helm in Burnmouth (I) suggests a connection with the coble type boat which was used there.

4.1.8. Rowlocks (question 14)

The only answer other than rowlocks was thows [auz] for StE tholes in Burnmouth (I). Whereas the rowlocks are u-shaped fulcrums turning on a pin, tholes are vertical pins or pegs in the side of a boat between which the oar works.[1] Thows in Burnmouth seems to be a continuation of the thole type fulcrum along the north-east coast of England found by Elmer.[2] Again, this answer corresponds with the area where the coble type boat was used.
